Marine Sout East White Paper on Market Opportunities for Clean Marine Fuels

In response to the new challenges facing shipping companies and other vessel operators with regard to optimization of their fuel use, for both economic and regulatory factors, Marine South East has produced a White Paper presenting some of the fuel options that could realistically be deployed.

Tightening regulations on maritime emissions are driving a transition towards cleaner fuels, which in turn is causing volatility in fuel prices. There is growing interest in fuels which could address these challenges, but equally a lack of certainty about how such fuels could be used in practice.

Vessel operators are under increasing pressure to adopt cleaner fuels. The International Maritime Organisation (IMO) limit for Sulphur content in all marine fuels, will reduce from 3.5% to 0.5% in January 2020. Additionally, a tighter Sulphur limit of 0.1% applies within designated Emission Control Areas (ECA) including the North Sea and European ports; and regulations to limit marine NOx emissions are also starting to bite.

The new legislation is having a significant and increasing impact on vessel operator costs as limits tighten. Solutions such as switching to low-sulphur fuel, the use of exhaust gas scrubbers or engines fitted with additional NOx-reduction systems all carry a price premium.

Novel fuels offering inherently low emissions of both sulphur and NOx will have a vital role to play in meeting the new limits. Waste derived fuels such as Plaxx and glycerol also offer Carbon emissions reduction potential.

If these novel fuels can be produced at costs on a par with conventional low-sulphur fuels they will become a viable alternative. This will be of particular interest for a
substantial number of small and medium sized vessels including tugs, pilot boats, offshore support vessels and ferries.

The Marine South East White Paper, 'Market Opportunities for Clean Marine Fuels, authored by Dr Jonathan Williams CEO of Marine South East, presents some of the fuel options that have been explored and sets out how they could be realistically deployed.

The White Paper can be downloaded via the Clean Marine Fuel Interest Group at no charge.

Clean Shipping, CLINSH, project update

The Dutch-led Clean Inland Shipping (CLINSH) project is making good progress, to help address growing concerns about the contribution of waterborne transport to urban air quality and noise.

MSE is leading the work package focusing on the role of shore power, using ultra-low-emissions generator modules to avoid running ships' engines whilst alongside in urban ports.

A meeting in February with Dutch partners and Kent-based Aquafuel Research has confirmed the potential of using glycerol-powered generator technology in this role.

Building on MSE's earlier GLEAMS project, this application will achieve zero sulphur and sub-Euro-6 NOx emissions from a renewable fuel, and is expected to be commercially attractive in locations lacking suitable access to the grid.

A prototype module, to be trialed in the Dutch port of Arnhem, is currently being specified with deployment scheduled for the end of 2018.

Further updates will be circulated via this newsletter.

Vessel Efficiency Optimisation projet update

The MOVE project, created and managed by MSE, is aiming to enhance through-life monitoring of vessel propulsion systems by reducing the cost of retro-fitting torque sensors to prop shafts.

Development of the novel clamp-on torque sensor has been completed to prototype stage by Isle of Wight partner Datum Electronics.

This technology will allow a torque sensor to be installed very rapidly and often with zero interruption to vessel operations.

Prototype units are now ready to be installed on a pilot vessel and an offshore support vessel for at-sea trials. The project is being supported under Innovate UK's Vessel Efficiency III programme. Other partners include Lloyds Register, Gardline, Triskel Marine, Reap Systems and University of Strathclyde.

Specialist Man Overboard and Injury Prevention Workshops, 25th and 26th April 2017, Southampton

A programme of two, one day events for the sub IMO / sub 24 metre professional sector is being held 'back to back' in Southampton UK on 25th & 26th April 2017.

The fast moving workshop style programme will bring together an international group of experts armed with the latest knowledge to identify problems that affect the maritime sector worldwide - and highlight potential solutions!

Day One focuses on Man Overboard Prevention & Recovery. Topics include location of a casualty in the water, solutions range from crew keeping a traditional lookout to the latest electronic devices. Besides the challenge of working in rough conditions lifting the casualty can be hampered by injuries, clothing and vessel design.

Subject matter experts presenting include Captain Andrew Moll - Deputy Chief Inspector of the Marine Accident Investigation Branch and Captain Don Cockrill, Secretary General of the UK Maritime Pilots Association. Every pilot's nightmare is to fall off the ladder whilst boarding. Although such incidents are fortunately very rare, when it does happen there are lessons to be learned by everyone involved - including the casualty in the water. In February 2011 Captain Jon Stafford fell from a pilot ladder 6 miles off Margate while boarding a cargo ship at night in the North Sea. He recounts lessons learned from this incident to help others.

Day Two focuses on RS & WBV - Repetitive Shock & Whole Body Vibration on planing craft. Sessions look at how requirements and expectations are changing. Professional operators can learn techniques to improve efficiency and safety for everyone onboard.

Both Workshop days are relevant to Workboats, Pilot Boats, Patrol Boats, Search & Rescue, Survey Vessels, Wind Farm Support, Superyacht Tenders, Training and Charter Vessels.

The Workshops are being held at the Grand Harbour Hotel overlooking the historic port of Southampton. Supporters of the event include UK Maritime Pilots Association, SSA - Shipbuilders & Shiprepairers Association, British Marine, whose members receive 20% discount off the attendee fee.

Low Cost Monitoring to Optimise Propulsion Efficiency workshop, 26th April 2017, Southampton

The MOVE (Monitoring for Operational Vessel Efficiency)project is hosting a workshop at the Southampton Marine and Maritime Institute on Wednesday, 26th April at 2.00pm to explain why an easily fitted engine monitoring system is of value to commercial boat owners and operators.

MOVE (Monitoring for Operational Vessel Efficiency) is an Innovate UK project developing and validating an easily fitted monitoring system capturing real-time torque, speed and thrust data on propulsion and auxiliary power trains.

To explain why this technology is of value to commercial boat owners and operators, are invited to attend a workshop at the Southampton Marine and Maritime Institute on Wednesday, 26th April commencing at 2.00pm.

Delegates will learn the benefits of collecting better data and how it can ensure their craft are operating at maximum efficiency.

The project is also keen to gather feedback from the marine community and attendees will be invited to contribute their professional experience and help shape the future direction of the MOVE technology during the workshop.

Through the MOVE system operators can identify engine degradation, damage or biofouling and from this quantify the savings achievable by intervention. The system also enables cost-effective operation of vessels by the improved selection of propulsion and generation systems; better maintenance; and enhanced vessel mission planning.

Technology already exists to gather this data but it is time consuming to install. The MOVE project has refined this to provide a device which can be retro-fitted in less than an hour. This makes the system commercially more attractive for vessel owners.

Initially targeting the commercial work boat sector, the technology is deployable on a wide range of marine engines used for main propulsion and auxiliary power. Sea trials of the MOVE system have been taking place aboard a Falmouth Harbour Pilot Launch, collecting data as it carries out its operational duties. Further testing of the technology will commence soon aboard a Wind Farm Support Vessel.

Key areas that will benefit from MOVE include:

* Vessels servicing 'green industries' such as offshore wind farms and ocean energy installations.

* Vessels that already face a requirement to install some engine monitoring capability (e.g. fishing vessels) for regulatory reasons.

* Port and harbour vessels (tugs, pilot launches and survey vessels) and short-haul ferries, where dynamic performance is important.

To receive an invitation to the event please join the MOVE 'Interest Group'. Membership is free and you can unsubscribe at any time.
