Waterfront event highlights key issues affecting businesses around the Solent

Businesses from across the region congregated at Southampton Football Club stadium on Friday 27th April to discuss the way forward in helping marine businesses gain greater access to waterfront facilities in the Solent region. Martin Hendry of Adams Hendry Consultants presented the study they are undertaking to support development of the strategy.

There is a current shortage of good quality waterfront access and many local companies are having to face the prospect of relocating within the UK or even abroad to get the facilities they need.

Businesses attending the event raised a number of concerns, including experiencing difficulties in contributing to the planning process and the environmental constraints that businesses face when trying to use coastal waters. Protecting strategic sites, availability of moorings and waterfront facilities were also key issues raised at the event.

Now is the time that the Solent can exploit trends in the international marine industry such as the growth of the superyacht market. Business excellence within the Solent region is now allowing companies to compete effectively in an international arena, but the waterfront is key to enabling companies to grow.

There was also discussion on how the South East could lead the way in developing a waterfront strategy. Marine businesses around the world are facing similar issues, and this is a chance for the Solent to take centre stage and show how it can be tackled effectively.
With new sites becoming available, such as RAF Hythe, which SEEDA are in the process of purchasing, Marine South East is working in partnership with the Regional Development Agency to ensure that marine businesses are able to benefit from this prime waterfront location.

The meeting was part of a pilot study to develop a waterfront strategy initially covering the Solent coastal strip area from Littlehampton in the East to Barton-on-sea in the West (including the Isle of Wight). If this pilot activity is successful the development of a waterfront strategy may be extended to other areas in the South East region. The strategy is being developed in partnership with SEEDA. It will highlight the competition facing the marine industry as it fights to gain development sites ahead of other industries such as residential development. It will identify the prospects and needs for each sector, including the requirements of supply chains. It will also look at the changing business climate, including issues such as the increased need for water transport in light of issues facing land transport capacity.

Continuing the success of the South East region's world-class marine industry, employing more than 100,000 people, is dependent on its water frontage. Optimising future investment in vital industrial, commercial and recreational assets is therefore a key element of the region's economic strategy.

It is envisaged that this waterfront strategy will assist The South East England Regional Development Agency, SEERA, Environment Agency, Local Authorities and other key agencies in securing maximum sustainable economic development from the Solent sub-region for local business and communities.

RAF Hythe site

Marine South East looks to the future with RAF decision

Marine South East sees the purchase of RAF Hythe by SEEDA as a great step to relieve the pressure on marine companies to find suitable sites to expand and develop their business.

SEEDA has shown a commitment to see the site retained for marine industry use and with the critical shortage for such sites in this area, this is one solution that will give companies in the region a chance to remain in the region.

Jonathan Williams, Chief Executive of Marine South East, commented: “We are delighted to see this superb waterfront site safeguarded for marine employment and wealth creation. However, through the Waterfront Strategy, which we have been working on with SEEDA, we need to ensure that marine companies continue to have priority access to sites such as these.”

Mark Merritt, Group Managing Director of Formula Yacht Spars based in Lymington agreed, “ the recognition of practical needs for marine firms helps maintain and grow local jobs in the area. It is a major boost for exporting and can help us build on Formula’s recent achievements” Formula received the UKTI/ SEEDA award South East Exporter of the Year 2007 and Best High Growth company for consistent growth performance. During the last year Formula has built America’s Cup rigs for two teams and SuperYacht large rigs, some in Carbon and others in Aluminium. “Hythe is ideally situated to enable companies to compete in World markets” he said.

Stephen Sharpe

Marine South East appoints new programme manager

Marine South East (MSE) is pleased to announce the appointment of Stephen Sharp as Programme Manager.

Stephen joined MSE at the beginning of April, having previously worked as Sector Development Manager with Business Link, where he focused primarily on marine sector initiatives, including MareNet. In his new role, Stephen will lead and coordinate MSE’s growing portfolio of marine projects and initiatives, involving large and small companies as well as universities and colleges.

Much of Stephen’s previous career has entailed working with engineering companies at director level in sales and marketing. He will shortly be completing his Masters degree in Business Management with University of Portsmouth.

Seawork - Marine South East supports conference programme

As part of its ongoing support for the SeaWork event, Marine south East will this year be sponsoring one of the talks from the 3 day conference programme. The programme covers subjects as diverse as an RNLI talk on Saving Fishermen’s Lives and A guide to recruitment, education and training for the marine industry, with speakers from the Marine, Engineering and Manufacturing Skills Partnership and the Marine Cove.

Andy Scott, Product Manager, Rolls-Royce Marine Electrical Systems will be presenting a Marine South East sponsored half hour talk on Wednesday 13th June from 2-2.30pm on the subject of the electric warship.

The UK Royal Navy and US Navy are investing heavily in Electrical Technology to support their ambitions of new platforms that are substantially electrically propelled. This talk will explore the reasons why electric propulsion is being selected by Navies, how it supports the new generation of electric weapons and sensors and where the technology might head next.

Queens Award success for South East companies

South East marine companies found success at this year’s Queens Award announcement, with their commitment to innovation being recognised with these prestigious accolades.

A total of 119 awards from all industry sectors were announced last week — 71 for international trade, 40 for innovation and eight for sustainable development.

South East winners from the marine sector were the marine division of International Paint Ltd, makers of a fouling-control coating for ship hulls and propellers and marine electronics company Tacktick, makers of the Micronet range of wireless, solar-powered marine electronics.
Tacktick won The Queen’s Award for Enterprise in the Innovation category for Micornet, a range of instruments for all types of boats up to 60ft. The secret of Tacktick’s success and lead in the wireless revolution is down to its roots in the dinghy market and the 10 years spent developing expertise in solar powered technology combined with low powered electronics. Besides giving reliability and performance, Tacktick displays also benefit from being self-powered, lightweight (crucial for speed and performance), impressively portable (for data information where you need it) and totally waterproof to 10m (essential for the rugged marine environment).

Clive Johnson, Joint Managing Director is delighted that Tacktick has been honoured with this award; “Tacktick strives for innovation, reliability and flexibility; this award is a fantastic acknowledgement of the efforts of the whole team who have worked so hard to make our products a success. Launching such an innovative product in the face of massive global marine electronics competitors has been a huge challenge but Tacktick has created a unique and valuable brand and remains the leader in wireless electronics for the marine industry.”

A further 11 individuals were honoured in The Queen's Awards for Enterprise Promotion (QAEP). These awards, now in their third year, are for individuals who have played an outstanding and significant role in promoting the growth of enterprise and entrepreneurial skills and attitudes in others.

One of this year's QAEP recipients was Anne Duncan, chief executive of marine leisure craft firm Yellowfin Ltd in Southampton. Duncan has devoted much voluntary effort to enterprise promotion over the years, and continues to do so.

A further year of funding for EDSnet

The Environmental Decision Support Network (EDSnet) project has now secured funding for a further year of work.

Potential future projects, commencing on 1 May, will include 2 areas under framework 7:
 ICT for Environmental Management and Energy Efficiency
 Control of large-scale complex distributed systems:
 Low-cost monitoring of the environment and natural resources

Through it’s six specialist working groups the Environmental Decision Support Network (EDSnet), which has been set up by Marine South East, has worked with experts from the knowledge base and industry to identify the scope for improved crisis management along the coast and look at the wider requirements to improve environmental protection in coastal waters.

The Marine technology strategy will also have a significant impact on the EDSnet programme, particularly work being carried out on Eco-risk and security.
The strategy aims to develop capabilities to identify environmental and security hazards, and to support decision-making to reduce these and their impacts

The key goals that the strategy will encompass include:
 Advanced sensing technologies for detection of environmental stresses and compromised security
 Surface & underwater platforms for accessing hostile locations cost-effectively
 Decision-support tools for optimising hazard responses against environmental, social and economic criteria
 Novel processes for avoidance of risk and remediation of impacts

Inward buyer mission at this year's Seawork

The Seawork Inward Buyer Mission will take place at the Seawork trade show in Southampton on 13th and 14th June 2007.

The Inward Buyer Mission will bring 20 key decision makers from major overseas companies to Seawork to meet with UK suppliers, in order to develop commercial relationships. Buyers and suppliers will be matched by capability and interest.

Each buyer will have a pre-arranged schedule of meetings, based on 30 minute slots. The event builds on the successful Portsmouth meet-the-buyer in 2005 and 2006, where over £500,000 worth of business was won. Supplier comments from Portsmouth:

Buyers will be invited from port authorities, equipment distributors, vessel operators and ship yards. The buyers will be purchasing decision makers. They will come from across Europe, Asia and North America. Each supplier will be charged £25 per meeting with a £200 fully-refundable booking deposit. Meetings will be scheduled based on supplier capabilities and buyer interest.

They are looking for British suppliers from the following light commercial sectors:
Dockyard and ports supply (equipment and services)
Maritime security
Maritime surveillance and vessel management systems
Commercial equipment
Commercial vessels (all sizes and types)
Related services

The one-to-one meetings will take place on 13th & 14th June 2007 on the second
and third days of the Seawork trade show.

SEEDA EPSRC INDUSTRIAL CASE STUDENTSHIPS 2007

The Engineering and Physical Sciences Research Council (EPSRC) is the UK Government's leading funding agency for research and training in engineering and the physical sciences.

Each year a number of Industrial Co-operative Awards in Science and Engineering (CASE) studentships are allocated to facilitate 3-year research projects run in conjunction with an academic institution and a business. EPSRC allocates Industrial CASE to companies to enable them to take the lead in defining and setting up research projects with the Research Organisation of their choice.

Four (4) studentships have been allocated for the South East region in 2007. The closing date for applications is 12:00 on the 31st May 2007.

Colin Baldwin, Knowledge Transfer Manager at SEEDA will be handling applications. Any interest in participating in the scheme should be directed to Colin who will forward on the application forms. colinbaldwin@seeda.co.uk These should be completed jointly by the industrial and university partners and submitted to SEEDA by the industrial partner.

Applications will be judged upon on a number of criteria, including:
• The benefits of the project to the student and their personal development;
• The partnership demonstrating a benefit to the South East through either the Company or the University Institution based within the region;
• The partnership being able to demonstrate that suitable and acceptable resources are in place to aid the completion of the project;
• The potential benefits of the project to science and the benefits to the business economy of that particular sector;
• How the project will advance any existing technology.

Get involved in this year’s Schools Marine Challenge

Following the success of the first ever South East Schools Marine Challenge last year, we are looking for companies to help with sponsorship and prizes for the three categories of entries at this year’s event.

The event proved extremely popular last year with excellent media interest from television, radio and print and the organisers are looking to capitalize on last year’s achievements.

This year Rainham School for Girls is expanding its entries, by taking part in the solar category as well as electric. They will not be the only girls’ school taking part in 2007 as Newstead Woods in Kent has joined the challenge for the first time.

Schools taking part will have to use a great deal of skill and innovation to beat the success of the Isle of Wight College (last year’s overall winners) and Quilley School of engineering who last year used the event to build up great links with industry.

Companies can support the event in a number of ways, either by providing technical support and advice to schools designing and constructing their petrol, electric and solar-powered boats or by providing sponsorship for individual prizes or overall sponsorship of the Challenge itself.

Training to help with changes to Recreational Craft Directive

The recently (introduced Jan 2006) amendment to the Recreational Craft Directive has placed specific requirements on Boat builders and Engine Manufacturers to limit Noise emissions. The requirement applies to recreational craft with inboard or stern drive engines without integral exhaust, personal watercraft and outboard engines and stern drive engines with integral exhaust.

Although the requirement became a mandatory part of the RCD in January this year there is still a great deal of confusion and ignorance of the implications and what action is required from Boat builders going forward.

Halyard (M & I) Ltd, one of the World and UK’s leading manufacturers of exhaust silencing and noise and vibration control systems for marine engines has committed to ensuring that all of its staff and customers have an understanding and awareness of current legal requirements for noise and vibration when designing and building future models.

The Institute of Sound and Vibration Research at University of Southampton has produced a Noise and Vibration Awareness Training Course which is being delivered initially as a pilot to Halyard staff and will soon be available to a wider audience of Boat builders and Designers.

The sessions are already proving hugely beneficial and the 8 Halyard staff taking part are already applying the knowledge gained with work they have in progress with Sunseeker and VT Halmatic.

Dover marine event

Transport Minister visits Dover Marine Festival

People from across East Kent visited Dover’s cruise terminal for a two day maritime careers festival last month. One of the main attractions on display was the state of the art troop carrier Royal Fleet Auxiliary (RFA) Mounts Bay.

Iain Shepherd, Marine South East Chair ran a stand at the event advising young people on careers in the marine industry and had some very positive conversations with post graduates looking to move into a career in marine electronics.

Iain Shepherd also welcomed Transport Minister Dr Stephen Ladyman to the stand and talked to him about the importance of the marine industry in the local area and the need to find suitably skilled workers.

Regional Resource Centre success in first three months

The Marine Regional Resource Centre (RRC), which was set up in January, has just completed its first quarter. It has achieved excellent results well above its original targets. ‘I am immensely pleased and proud of this achievement’ commented Kenneth Cast, the RRC Project Manager. ‘This initial success is down to the employers understanding the importance of up-skilling their staff, taking onboard the changes in modern manufacturing techniques and processes and fully embracing this opportunity via the RRC to enhance this productivity and competitiveness’.

The RRC’s aim is to assist marine employers to train, re-train and up-skill their staff in composite technologies, material management, manufacturing, metrology, and vessel design and company management. The flexibility of the RRC provides training tailored to meet the needs of individual companies. Employers committed to the RRC (enrolment is free) will provide progression options for their staff that have not been previously available to them prior to this initiative.

Higher levels of provision will be available with sustained continuity and coherence promoting progression. This in turn will also provide an incentive to both employer and employee to progress to higher levels of expertise, whether in further or higher education for marine composite engineering, manufacturing processes and techniques plus innovation and management courses to assist with the progression of both staff and companies alike.

The Regional Resource Centre was developed by SEEDA over the last 2 years, engaging with industry to address the labour and skills supply issues of priority sectors that require science, technology, engineering, mathematics (STEM) skills. The RRC will address a number of key issues, including better use of scientific resources, expertise and equipment in the region, STEM skills issues, with a focus on technician skills and continued professional development (CPD) including management courses, greater clarity and wider dissemination of the potential career opportunities afforded by STEM subjects, business support responding to employers needs.

Support for workers facing redundancy

The Marine, Engineering and Manufacturing Skills Partnership has recently launched a programme to support employees who are either at risk or who face being made redundant, within these industries.

The programme offers a brokerage service in the Southampton, Eastleigh, Portsmouth, Fareham, Gosport and Havant areas that links pre-redundant people with companies that have vacancies, setting up work placements and offering training to overcome skills deficits for the new role.

Richard Ransom, Project Manager from IBP Training & Employment, who runs the programme for the MEMS Partnership, commented:

“Many of these workers are highly skilled in their field, and due to a lack of support and the financial situation they face, they have to leave the sector to find work quickly, often taking on jobs that don’t require their level of skills.

“This programme is about matching these people with jobs in the same or similar sectors that will benefit from their skills and training. Where there are skills gaps we will provide training to overcome these.”

It is a new project and completely free to both employers and employees who qualify.

There are two main benefits to employers, firstly a free recruitment service and secondly if they need to make redundancies for any reason, such as downsizing or relocation they can provide their staff with a free service which will help them write CVs, complete application forms and hopefully move straight into new employment.

A skills survey of the marine and engineering sectors in 2004 defined a critical situation for these industries with the majority of firms facing difficulties with recruitment, an ageing workforce and skill shortages. The survey estimated that, according to moderate assumptions about retirement and growth of business, the sector would need 5000 new recruits over the next 5 years.

This reflects the critical need to keep workers in this sector and offer practical help that will ensure that they can continue to work productively.

Working together to improve profit will be the first theme of MareNet under the new leadership of Marine South East.

The Profitnet scheme helps a group of marine companies come together to share knowledge and experience and work together to find solutions to common problems. The network is a new way of learning and growing organisations and the ProfitNet programme is available entirely free of charge to companies.

ProfitNet was developed by the Centre for Research and Innovation Management (CENTRIM) at the University of Brighton. The network’s aim is to provide organisations with a unique opportunity to form close alliances with one another under the expert guidance of professional facilitators.

Participants in this exciting programme will discover new ways of problem solving and address issues of sustainability such as sourcing funding, managing innovation, creating new products and services and building new networks and partnerships.

Strategic Opportunities Workshop: “Are You Ready For Change?, 18 May 2007

Venue: Holiday Inn, Portsmouth

The Solent Forum is holding this workshop to discuss the implications of such developments for the Solent area.

The day will consist of sessions involving information giving, via presentations followed by group discussions. Presentations will include: Outline of Government’s White Paper with particular focus on marine spatial planning; Met Office climate change scenarios for the Solent; data and information management; the implications of the South Hampshire Strategy on the coast and SEEDA’s Waterfront Strategy.

The main aims of the workshop will be:
• To inform attendees of the Marine Bill White Paper, in particular the Marine Spatial Planning element, so they can respond to the consultation from a coastal perspective.
• To determine the future shape of the Strategic Guidance, in particular to explore if the revised Strategic Guidance could become a subsidiary plan of a regional MSP.
• To consider the Role of the Forum in line with the changing environment and redefine if necessary
