The Foyle, Carlingford and Irish Lights Commission, Loughs Agency wish to procure a used marine monitoring vessel (but not older than 8 years i.e.

The vessel will also be required to conduct patrols, to ensure compliance with Fishery Conservation and Protection Legislation and Aquaculture Licensing Regulations. The vessel will operate in the coastal waters of the island of Ireland, including Lough Foyle and Carlingford Lough. The vessel shall have a shallow draft, a minimum of 0,6 m (60 cm) and not exceeding 0,9 m (90 cm). This criterion is essential, as the area of operations, contains a large percentage of area that is under 5m in depth.

The hull is to be of marine grade aluminium alloy construction, arranged for twin engines, twin water jet propulsion, of robust construction to the specified standards, and have sufficient fuel and stores capacity to maintain the ability for extended patrol periods up to 36 hours. The vessel and powering is to be designed to utilise twin marine diesels, and capable of achieving the following speeds: Continuous cruise speed - 18 knots Minimum sprint speed - 22 knots Vessel is also to be capable of achieving a speed of 3 knots or less, using both engines for forward way. The cruise speed is to be achieved in full load "departure from port" condition at the engine manufacturers specified continuous output, with the sprint speed at maximum rating for one hour in 10. Sprint speed is to be achieved with the vessel fully fitted, and 50 % loaded in "departure from port" condition with a maximum of 75 kg of consumable stores, 50 % fuel and water, and five crew. Fuel tanks, fresh water tank, and stores spaces are to be of sufficient capacity to provide a range of 36 hours operation. Configuration - Catamaran. The foregoing dimensions are shown to suit an existing standard design of a suitable hull form.
